Planning and Schematic Phase

• At the outset of the project, Spring Roc, LLC will review the client’s program in order to fully understand the program requirements from a functional, design and cost perspective. A preliminary cost estimate will be prepared at this time.

• A master development/construction schedule is established and refined throughout the design and construction process to identify all milestones, critical paths, permitting and approval requirements and key decision dates.

• Regular design coordination meetings are conducted throughout this phase of the project to ensure that the civil, architectural and engineering systems under consideration are responsive to the client’s program, budget and schedule.

• Where a project involves the renovation or upgrading of existing facilities, Spring Roc, will evaluate the condition of the existing building to determine its impact on both design requirements and capital, as well as operating costs.

• During the schematic design phase, Spring Roc, will review the cost and benefit of various materials and methods suggested and identify alternatives to obtain maximum value in return for the cost.

Design Development Phase
 
• To ensure the cost efficiency and constructability of the proposed design, Spring Roc, will regularly review the design development documents for conformance with the client's program, budget and schedule objectives.

• During design development, Spring Roc, will provide a more comprehensive and detailed cost estimate, incorporating design elements that were added or refined subsequent to establishment of the initial baseline estimate.

• The value engineering process will continue throughout this phase and will identify opportunities for reducing costs and increasing value without compromising the design intent.

• Spring Roc, will assist the design team in filing and obtaining permits and will oversee the municipal approval process.

Procurement

• Spring Roc's responsibilities in the procurement process extend from helping the client select the most effective bid packaging strategy to recommending subcontractors. A detailed scope of work will be established for each major trade and comprehensive bid package prepared to clearly delineate all of the project requirements, including general requirements to bidders, site safety requirements, job site logistics, affirmative action and minority participation programs (as appropriate), as well as other project-specific requirements.

• Based on our analysis, Spring Roc will make award recommendations to the client and, with the client’s authorization, negotiate the final subcontractor agreements.

• Upon completion of the procurement process, Spring Roc will work with the client to establish a Guaranteed Maximum Price for the project.
